The answer to this questions is maybe. It depends on what resort they want to buy, what incentives are being offered by Disney, is a contract loaded, closing costs.

Yes points expire. If you purchase 200 points, you get 200 points every year to use. No need to buy more points, unless you find 200 points does not cover your needs. You are aloowed to borrow points, and bank unused points. But there are rules to it.
Whats the cheapest way to get into DVC?
Like I wrote earlier, it depends on what resort, incentives (new), loaded contract (resale), closing costs, size of contract.
If your friends want Beach Club, Boardwalk, Wilderness Lodge, Old Key West....They should buy resale.
