DVC Policy Regarding Commercial Use

FYI, on 3/31/26 DVC amended/restated/replaced the 2011 commercial use policy to clarify what constitutes commercial use. While retaining the discretion of the Board and Management Company to decide what constitutes Commercial Use, it listed a number of things that could trigger an investigation...

A majority of reservations...used by individuals or entities other than the named Owner or Associate...
Regular advertising by an Owner, Associate, or someone else at the direction of an Owner...
A majority of reservations...are made or used respectively at Resorts with overlapping room types and/or dates...
In any 12-month period more than 20 reservations are made by an Owner...

I did see a couple of news site/blog sites reporting this. Sounds like they have more employees assigned to help with this crackdown. I am glad to see it. They aren’t interested in the owners that sometimes have points they can’t use due to unforeseen circumstances and want to rent out their points. There are some that have thousands of points with the sole purpose of renting out and making a profit (points were cheap on the resale market when economy was bad and during Covid lockdowns). A number of DVC friends have found it extremely difficult in recent years to get the room type they want (standard view studio at BWV and BLT). Those resorts have been sold out for many, many years so it’s not like additional owners were making reservations. We all started thinking something different is going on here. Members used to bank their points they couldn’t use that year and would use them the following year. Then along came rental companies. So instead of points being put back into the pot for members, they could now be rented out. That’s my take on it. And some will argue against it. But I don’t care. Again, glad to see it.
And I have found (from experience) that when difficult circumstances come up, DVC can be very accommodating (as long as you’re not a “frequent flyer). They have helped me out of a few jams….and when I had points that they just could not help with, suggested using them to renew my pass with the Beyond Membership Magic. Worked out well for me.
 
It''s not just BWV & BLT -

Owner almost 26 years (OKW & BCV). I could not book OKW HH early December as soon as my 11 month window opened up. First time, was surprised. People walk it and then you see these confirmed reservations for rent. I am on the waitlist for it. Hopefully it comes through - I think if they are owners, there is a possibility they will switch at the 7 month window/maybe even waitlist and I might get it - otherwise, they are renting them. Just a thought.
 
I'm also cool with this increased level of stringency towards renting.

But funny Heathpack sequence of thoughts:
Maybe mega renters will sell contracts and resale prices will drop
If that happens, maybe I will buy some more contracts
Problem: I will own too many points
Solution: I could always rent the excess
Problem: whoops, maybe not

IDK about DVC, but we've seen this with all the big systems I think. I think the main issue is the trust cross property products. Certainly fixed weeks were never hurt by renting because you knew what you bought, and the exchange was optional and understood. The downside IMHO to all the flexibility (outside of the exchange systems) is this risk of commercial people buying the cheapest weeks and booking for rent the most in demand ones. It's worse cross resort - at least in one resort the renters are likely paying the MF without complaint as they're making any profit.
