Sorry, I apologize, I couldn't resist. ;)
Back in the 80's when I was in Egypt several times on business, we had excellent drivers with excellent English skills assigned by the car rental agency. Times have probably changed.

Most of the drivers that deal with tourists speak English good enough to get your around. Some speak very good English.

When you arrive in Airport, you will be approached by some transportation companies to take you to hotel. These are not bad. Most hotels close to Airport have their van and representative and will pick you up for free. I stayed at the Marriott renaissance next too Airport and is highly recommended.

For inside Cairo, I would go with Careem or Uber. Excellent service and super fast and CHEAP unlike the US/Europe. Also there was a new service when I was there but do not remember the name. This is good if you want to go outside towns to next town or go to visit places outside the towns like for desert activities. It will be cheaper then Uber or Careem for a day use.

Best guide is your hotel concierge as these services change everyday. They can also recommend a local driver that they know so it is safe and he can stay with you few days so it will be more flexible and cheaper.

Also they do have bike sharing apps if you really want to bike. Cairo is flat so no big effort. The bigger issue is crowds and no bike lanes in a lot of places unless you go to new towns.
