Condominio Solamar Inn (Mazatlan) Update

Could someone please provide a detailed report on Condominio Solamar Inn? I attended a sales presentation, and entered into a contract providing 15 weeks in 30 years on January 5, 1996. I have always deposited my weeks with Interval International. Last December I stayed at El Cid Marina Resort, and walked down to Condominio Solamar Inn to meet with the Office Manager. I was perplexed that white drop cloths were to be found everywhere, but there was no indication the area was being painted or cleaned. Is it normal for this resort to cover the lobby area with drop clothes? I had breakfast served near the pool, and I was amazed that around 10:00 AM there was nobody in the pool. There is another building close-by that is painted orange -- is this building an addition to Condominio Solamar Inn?
 
Now this is one I can tell you has zero reviews in the members section.
 
The TA one is odd....Shows 3.5 stars over 36 reviews, but only displays 10 reviews, 5 five star and 5 four star. Assuming the other 26 must be old and have dropped off, it looks like they might have done something with the resort that upgraded their ratings at some point.
