Closing HGVC KL

Has anyone paid MF or HGVC start up fees during closing? Just curious, I just got my KL closing estimate today and it is listing the 2016 MF ($1630.28) and the Homeowners Assiciation Management Fees $399.

Is the $399 the fee for joining HGVC?

$399 is the transfer fee to move the week from the sellers account to the buyers account. I'm not sure what the first year activation fee voluntary is? Enrollment is for new owners.
