You might try Fox ( www.foxrentacar.com ), We are going in November and have a reservation with them.
They have a Centralized Rental Car Garage at Phoenix, so you take a common bus - without any help - to the various car rentals.
Another option is Advantage Rental Car

We doing about the same trip, a week in Phoenix and a week in Sedona.

I'm doing the Phoenix/Flagstaff/Sedona trip in March 09 and found the best rates with carrentals.com . . . with Advantage. I tried the two recommended here today, but they are more than $100/week more than I got with Advantage.

We've used Priceline in Phoenix and got a great deal - shop around first and see what the cheapest one you can get is then try bidding for one!

I have used a few rental car companies in Phoenix. Fox and Payless both have good rates and decent cars.
Not sure what kind of car you are looking for. My only concern with the smaller companies is that I sometimes have trouble getting the kind of car I requested. I often request economy vehicles but wind up in an SUV. Now I make two reservations and go with the one who can give me the car I am looking for.
