1. No, I can’t use the points outside Cabo Azul or the Monarch Grand Collection. I do have access to DeX. Haven’t tried II and don’t plan to.

2. No other fees; yes ~5% but don’t really remember.

3. About 2 months.

4. Same as the points chart in HGVC or HVC.

5. Yes with Monarch Grand, no with Cabo Azul.

DeX is included with my Cabo Azul ownership with no additional fees other than exchange and resort fees. No limits on what you can exchange to with them.

Nothing is free. The costs for DeX are included in the fees I pay for my Cabo Azul ownership — I paid nothing more.

From all indications, I can book whatever I can afford in DeX. I haven’t tried it, though, as that’s not what I got this for.

I did. It cost $1. The mf/pt is poor compared to most HGVC resorts, but I get the availability to book what I want.

I also picked up a Monarch Grand collection set of points for free. Same result - I can reserve Cabo Azul or the other Monarch Grand resorts, but the cost is on the high side.
