Buying SVC points

I read the sticky note on the SVC system. But I don't think I know the answer to my question from the reading. We took a TS tour on Kauai. To get 'full rights', do I need to buy a minimum amount of points at the inflated rate from SVC, then buy a package on e-bay to get a full week of points?

Svc by sea, select connections, and other premium perks can only be obtained with developer points. If you add more points via resale those points are only elegible for rci trades and shell properties.
