Booster to be Required

Hawaii's Governor Ige announced today that they are probably going to require a booster to qualify as "fully vaccinated" for purposes of being exempt from quarantine. He says he'll give at least two weeks notice so people have a chance to prepare. But prepare now if you are planning to travel to Hawaii and rely on vaccination status to avoid quarantine.

As a corollary, it means you'll need to be sure your safe travel account is updated and up-to-date before coming over once the new definition of fully vaccinated kicks in.

He also said it will be up to the individual Mayors to decide if they will require a booster for entry to restaurants and other facilities. But I can imagine that if it is required to come over it is not a big leap to require it once you're here.
 
Yep. The title is a bit misleading too, because here is the first sentence:

"Gov. David Ige confirmed a booster shot will be necessary to be considered fully vaccinated and skip the traveler quarantine."

Will be is not "may."

Wondering then if those not eligible for a booster for whatever reason (maybe just recently vaccinated) will need to return to testing before coming to Hawaii.
 
We have been going to restaurants around Honolulu and only a few have asked for anything. The noodle restaurant had a guy asking to see vaccine status and stamping your hand before entering. Other than that no one seems to care. The first resort we went to asked us to keep the Safe Travel wrist band on until check in but the second one didn't require anything other than id and credit card.

It’ll all depend on the definition that will be adopted for being “fully vaccinated”. It will make more sense if it was to be according to an “up-to-date vaccinations” definition - which could account for eligibility to be boosted.

The rules when we went in August were:
1) If you were fully vaccinated, you didn't have to provide test results.
2) If you weren't fully vaccinated, you had to provide a negative test result within 72 hours of traveling.
3) If you didn't provide any test results, they you'd have to quarantine.

Did they change the rules since then to quarantine anyone not fully vaccinated?
Are they just talking about requiring a booster to avoid testing?

In any case, we leave in 18 days, and I doubt they'll implement any changes before then.

SCOTUS is not addressing any question that pertains to this issue at all. In front of SCOTUS are two questions. Can the government, through OSHA, mandate that employers require employees be vaccinated is the first. Can the government require health care employers that receive funds from Medicare or Medicaid mandate vaccines of their employees.

However those are answered will have no bearing on whether the State of Hawaii can require visitors (first, to the state, second, to restaurants and other facilities) be vaccinated to avoid quarantine (first) or to use the facilities (second).

Any ruling in the cases before SCOTUS may not affect Hawaii's state right to define their own state travel requirements. As I understand the current cases, they revolve around the legal right of the Executive Branch to use OSHA and HHS regulations to enforce mandates on private businesses and healthcare providers. Even if SCOTUS rules for the plaintiffs and invalidates the mandates issued by OSHA and HHS, it would not seem to extend to individual state regulations that are decided by the state and not mandated by the federal government.

Based on that, I believe that Hawaii's rules will be able to continue. We leave in a little over two weeks for the Big Island and Maui and have already updated our vaccine cards on Safe Travels showing our boosters. My only concern has been if they would reinstate a testing requirement for vaccinated individuals. Given the current testing backlog, getting test results in time would be a challenge, so I am very encouraged that any changes may be just requiring the boosters we already have.

I could not get into the Hau Tree Cantina at Hilton Hawaiian Village, or Tommy Bahamas, without showing vaccine proof. And that’s pretty current as I am typing this FROM the Hau Tree Cantina. We also needed to show it to eat at one of the HHV restaurants.

What's the current rule (as of 1-11-22) for how you prove you are vaccinated in order to travel from another US state to Hawaii? Do you just show your vaccine card indicating you were vaccinated or boosted within the last 6 months, or is something more required such as involving Safe Travels?

I seem to find different answers to this on the internet.

14 days after your second shot or your one shot of J&J means you are fully vaccinated in Hawaii right now.
 
Thanks. Do you just have to show your actual vaccine card (or is a digital photo of it ok?) at the airport now to prove it?

I always have a picture of my my vaccination card and my driver's license in one picture on my phone. That's what I show at restaurants. I haven't been to the mainland and back since I moved but I did go to Guam for work and I had to show my card when I got to Guam but since it was on the Safe Travels site and I had a QR code, I never had to show it at the airport. I did carry it though just in case.

We went in August and we're going again later this month. You have to upload an image of your vaccine card to your account on the Safe Travels web site. After you enter your flight details, the Safe Travels site will email a QR code. When you check in for your flight from the mainland to Hawaii, they'll want to see your QR code. They'll scan it and compare it with your ID to verify you've been vaccinated. Then they'll give you a wrist band to wear when deplaning in Hawaii. They used to require you to fill out a health questionnaire within 24 hours of your trip. They removed that requirement, and as soon as they did, they emailed our QR code. Once you get there, depending on the place, you may be asked to show your wrist band, QR code, original vax card, or even show your Safe Travels vaccine status on their web site. There is no app to prove that you're vaccinated, just the Safe Travels web site.

At some restaurants you have to show your vaccination status. So far its been one noodle restaurant and one packed bar with live entertainment that asked to see this.

That’s Correct on the health questionnaire. It’s gone and the QR code that used to appear/come only after you answered those questions (within 24 hrs of departure) now come once you complete the process of creating your trip and applying for an exemption from quarantine.

While we’ve been asked everywhere we’ve gone to show vaccination status, I’m sure there is an element of hit/miss on that. I just have an Album in my photo app on my iPhone that has pictures of our licenses and vaccine cards. I bring it up and flip through them when asked. Takes a few seconds.

My wife said she had to show our vaccination info at a few other restaurants around Waikiki for indoor seating. Ours are in a wallet sized laminated holder with the vaccine card and our id which she keeps in her little purse thing. I remember the noodle restaurant because they stamped our hands and I remember the live band restaurant because they made us wait five minutes to get in. The bars in China Town could have cared less and I'm thinking all places with outside seating or to go only orders didn't require the vaccination info either.

For someone who purportedly believes in science and logic, you have a tendency to forgive those who post incomplete, incorrect, and partial answers to complex questions. It’s rather obvious some posters in this forum crave attention, deflect, insinuate, and otherwise attempt to confuse with the goal of questioning anything from governmental institutions, long time recognized experts in their fields, and publications which don’t fit their myopic view of the world.

Perhaps you should hold everyone to a single standard.
