If I get 330k on a biennial on even years contract will I get all the points or do they issue half of them each year? Thanks for the help.

All points issued in the even year, you pay maintenance fees on half the points plus your club dues every year.

You have to credit pool 2016 points before December 31, 2015....

And then after January 1st 2016 you can credit pool your 2018 points.

All true, but I would not recommend pooling the 2018 points until absolutely necessary in order to book a 2017 reservation. No need to burn credit/point life remaining just to have them available and doing nothing (i.e., used in a reservation).
