Sorry to hear that!
Makes for an unpleasant stay, especially if the weather is warm / sunny / dry and nice out. Can the property offer access to a sister property beach near by? What about some sort of access to a "beach club"?
We are up the road from you a few miles and the private complex of homes (or is it just one Mansion?) next to our timeshare is being BUILT from the ground up. They also start at 8 a.m. and work on Saturdays.
Given the storm last night, all night, we heard a THUMPING / BANGING as though a shutter or door was slapping in the wind against the house / frame. Every 2-3 to 10 or 17 seconds = BAM!!! BAM!! and it resonates right through the concrete floor of our first floor unit, through the headboard and into the bed BAM!! Thought it might be an open window in the empty unit above us and the heavy wooden blinds were smashing in the wind and clapping into the window or window frame.
Finally at 4 a.m. (2.5 hours ago) I went out in the dark, listened with ear against my building, felt with my feet on the 6 foot dirt strip between the properties, climbed over the cement retaining wall/fence to the construction zone and listened with ear against the home, as all as ear/hands against the retaining wall... FOUND the culprit... Two trees planted and now growing so close together (2-3 inches apart at best) that they BANG in the wind! They root 3 feet from the foundation of our room. Hence the vibration / resonating. Found a garden hose, stood on the retaining wall and tied them together at the point of banging.
Well I've been up since then and don;t know if it fixed it, as my better half is in the bedroom sleeping and I've been on TUG in the other room.
I digress... in the long run the beach retention will of course make for a better beach vacation next year... not that this helps NOW, THIS year. We had the same beach restoration that you have, 2 of our last 3 visits to SE FL - with the noise, sites, and smells you mention.
Did the resort give owners an update on impactful events via a newsletter, email blast, or notice on their website? That could be something for the 'comment card' suggestion, perhaps.
