For the concept to be truly effective, the vast majority of folks would have to opt in. When in my twenties, I was concerned with being tracked by big brother. In my seventies, I no longer care if Uncle Sam knows everything about me but understand why many folks would.
I’m curious how other tuggers feel about this.

Very true. However if decisions are being made based on a person's movements that is a very very slippery and error filled slope, especially for lower economic or those struggling-maybe they have increased movement because they need to visit multiple food banks, or work 2 jobs, or have to take a bus to places that goes on indirect route...I can see sooooo many (potential) issues with this.
It is possible to be at least somewhat private (or a better illusion lol)-paying mostly cash, not having locations services turned on with phone, not using stores loyalty programs, not using social media etc.

I'd also probably opt out of this personal tracking --- I routinely turn off GPS and Bluetooth on my smartphone
