I read one review that said it's an "apartment" complex with some locals & the balance timesharers. It was not a positive review. Check tripadvisor too. Iffy, IMHO.
I think it depends on what you get it for in terms of value. For short notice, it wouldn't be bad. Right in the middle of the island under 45 minutes to either end of the island, beside actually a pretty nice beach at the Marriott Kauai property that is a short stroll away.
That being said, it is older and a bit tucked away.
Close to Costco, the Macy's Mall and Walmart.
Take a look at the reviews on trip advisor to see what those folks say.
I've stayed there once and now that I live on Kauai I pass by often. Previous posters are correct that there are some fulltime residents there mixed with the TS folks.
It's not a bad place and it is clean but on the other hand it's not anywhere as nice as most of the other resorts you hear mentioned on Kauai. The Nawiliwili port/terminal is across the street and there is a fair amount of industrial noise.
If you are grabbing a last minute getaway or getting the week cheap I'd say go for it. If you have other choices I would consider them first though.
We and 2 friends stayed there in 2002 and loved it. So much that we are staying there again in September 2011. We are cruising the islands and then departing the ship in Kauai (at the last possible moment!) and heading to the BH. Its not fancy/dancy, but its clean, and the units are big, and the location is perfect!

Stayed there in 2008. Enjoyed it and its location. Felt like I was a local. Bath and 2 bedrooms upstairs; 1/2 bath down. Decent view (of the cruise ship and port) as we were on the top floor. Nice pool location. We would stay there again as it was clean and people were friendly. Enjoyed going to farmers market up the road at the shopping center for produce. ENJOY!
As previously stated, it is in a great location - central and convenient to everything. People there are friendly. Had Mai Tais waiting for us when we arrived! You can watch the cruise ships come in from your window. We only slept and ate meals there. It is not the kind of resort you hang out in - it is basically like a residential condo complex.
However - who cares? You're in Kauai and spend most of your time out at beaches, etc.
My husband and son didn't care for the resort, but the vacation was so wonderful it didn't matter!
