I would wait until the details of the MVC integration are known before buying anything.
Normally I'm against buying FLEX and really any voluntary resort in the system. But in this situation maybe it's worth considering. Westin Flex I think most agree is the best of the flex products, but not to the point where there's too much value for sellers. MF are relatively high but you can certainly do worse with weeks, especially in lower seasons. This is why HRA peak season 2BR and 3BR LO are recommended and would retain resale value while low season HRA resales probably can't be given away
Still seems like if you want small initial cost but still "beat" flex MFs, Orlando Mandatory is the way to go. But if 12 mo reservations in HI are important to you and you don't think you'll care about not being able to travel to Vistana resorts outside the WF network....maybe WF is not the worst resale.
Just be prepared to feel that internal pull towards 2BR @ HRA or WSJ...or that Sheraton that would work nicely for the next trip...haha. I could write the next sales pitch now if you buy resale WF. "Pay us more $$ for even more points and retro the resale and look at all the HI oceanfront and caribbean and ski weeks you can now access!" But again, I'd see how the integration shakes out.
