Well, the new club rules are out and they have a few changes with one being a much better intro section, glossary of terms, etc. Not to pat myself on the back or anything but they are calling Hilton Club....HC (not bHC or aHC). :) See the new HH conversion table below...

I will need to compare to 2023 and 2024 more to see all the changes.

Not to pat myself on the back or anything but they are calling Hilton Club....HC (not bHC or aHC).
They're only part way there. The phrase "by Hilton Club" appears six times in the rules although they do use "Hilton Club Priority Reservations" and "Hilton Club Priority" in a few spots. Also, my points for those resorts are still labeled as "By Hilton Club" points on the website.

[This needs work. There is missing info in the Elite tier fees. ChatGPT is struggling with Phone/Online fee schedule breakdown so needs more prompting to render correct fees. HGVC fees are so complicated it confuses ChatGPT! More updates later]

Quick and dirty I threw both 2023 and 2024 fee docs Appendix 1 into the ChatGPT blender to create tables to compare the fees and percentage change between 2023 and 2024. Here is a first pass for the legacy (Note: ChatGPT can be wrong. LMK of any discrepancies and I will correct):

What jumps out at me for the HH Conversion chart is Max is a downgrade if you don't own HC or PH, can only convert EOY.

Not that it's a great benefit, but why restrict it?

That has been from the start. New HGV Max owners have EOY HH conversion....not sure why they did that though.

Hoping the charge for EP guest certs is an error in the table. I tested it with a guest cert and it didn't charge me so it must be an error in the table.

The chart is for non-HGVC Max owners and is keyed to elite status, which is based on how many points were purchased from HGVC. There’s a different chart for HGVC Max owners that is set up similarly. Bottom line is that resale points don’t count towards the points listed with certain exceptions (e.g., purchases of resale ownership from HGVC in Scotland or at some affiliates on the Gulf Coast).

There’s another oddity - they changed it from <22,400 to <22,399 for the first column. Because the second column starts at 22,400 and they didn’t make it less than or equal to 22,399 that puts people owning 22,399 points in limbo. Not sure how anyone would get there, but it’s another aspirational suggestion for them ….

I think it is a typo but why they would even change the table, other than just updating the amounts, doesn't make sense.

Yep but EP get unlimited comp guest certs for both HW and club reservations. You don't miss much with HW....I have them and never use them.

No. In HGVC, reservations made 9 months or less are called Club Reservations. Not to confuse them with Hilton Club or The Club (DRI). Most owners have to pay for guest certs for club reservations but Elite Premier don't. HW guest certs are free for everyone.

I'm completely confused by the conversation on this. I thought you were talking about HCNY (The Hilton Club) rather than the other Hilton Club resorts in NYC (i.e., West 57th, The Central, The Residences, and The Quin). I haven't seen any postings about the HCNY fees for 2024; the 2023 ones were here and don't include a cost for Home Club reservations, which were complimentary while HGVC reservations using HCNY points had a cost for guest certificates ($89 or $64).

For other ownerships in HGVC, including the bHC (or HC to some) resorts (i.e., West 57th, The Central, The Residences, and The Quin) the fees work as per the schedule posted by @CalGalTraveler for non-HGVC Max members. As mentioned by @HuskerATL, Home week guest certificates are free and reservations that are Home Resort Priority, Hilton Club Priority, or HGVClub have the costs in the table. If you're HC rather than HGVC or HGVC Max, you don't fall under these rules. What you're terming an HC reservation within 9 months would seem to be a Home Club reservation, which had complimentary guest certificates last year - I think you'd have to look at the HCNY rules to figure out if those actually cost something now.

Guest certificates are a bit different for HGVC Max members with an allocation of free guest certificates based on the level in the Max system (e.g., HGVC Max Premier + gets 5 free), and a set cost for any additional ones above the allocation ($94 or $69).
