We have an offer on our pts but the buyer is asking what happens if they don’t pay that fee. I know they can’t use the explorer collection or Bonvoy. Is that all?

I was just looking for the enrollment documentation this weekend and found it on the owner site under resources, helpful tools, enrollment documentation, reservation procedures.
There is a chart near the end of the document that shows owners who do not pay the initiation fee are restricted to booking 0-60 days in advance.
Theoretically owners who don't pay the initiation fee are restricted to booking 60 days in advance. That said, I have a memory of someone on TUG reporting that MVC simply refused to add the points in question to their account until they paid the fees. The points were in their name...they just couldn't use them to make reservations.
They won't count to wards owner benefit level status and as others have said they can only be used for 0-60day reservations. I recall reading somewhere that someone used them for that and it suited them very well.
I'm a little confused - is this some pure points product, or does the person get the fixed week and just cannot elect points in any reasonable sense? I.e. can the person just not use points and instead use II with the week they presumably own?

OP is selling their points resale.
Buyer would have to pay MVC a $3/ point “initiation fee” to fully activate them.
If they don’t pay the fee the points are limited as per my post #3- less than 60 day point booking on MVC.
If they do pay the fee then the resale points work the same as direct purchase or elected points and count towards benefit level.
I am not certain if the uninitiated points could be used on II- I didn’t come across that in the documentation.
But Abound points can’t be used to book Abound properties on II so it would seem odd to buy the brand and not use it.
And if they wanted to use II it would make sense to just buy a week.

Sounds interesting and likely it works for someone who just wants 0-60 day access anyway and any extra benefit would be a plus. I’m curious if they have to pay the same club fee and if they have access for last minute deals etc.

Feed your curiosity on the 33 page exchange procedures. Not sure how it works in practice, which may vary if you are or aren't already an MVC owner, whether you own weeks and/or Trust points and what owner level you are.

I don't have real world experience but I've reviewed the legal documentation and communicated with Marriott Customer Services directly on several occasions (verbally and email) and all indications I get are that the points are available to use at any resorts including the non MVC options of Vistana & Westin. I presume they will be counted like an Owner level rather than available status and my reading of the documentation tends to suggest that is the case. It wouldn't surprise me though if one were able to use such points at the 13 month window without the additional restrictions of owner level. I get no indication anywhere of a restriction for 60 days or under.

Further, with respect to Direct Members, until payment of any required initiation fee is received (or waived by Exchange Company), the New Program Member may not be entitled to Base Plus Exchange Benefits or Special Benefits in Exchange Company’s sole discretion; however, payment of the initiation fee (or waiver by Exchange Company) will allow access to the Base Plus Exchange Benefits. With respect to Exchange Members, until payment of the initiation fee, the New Program Member will not be entitled to participate in the Program
Which basically says you are stuck with only the Base Exchange Benefits which are defined as....
Base Exchange Benefits mean the limited ability to make exchanges during the Open Reservation Period and access to such other programs and services defined and offered by Exchange Company as Base Exchange Benefits, from time to time, in Exchange Company’s sole discretion.
The Open Reservation Period is 0-60 days from check in.

I didn't see anything about maintenance fees on these points. The points would need to be registered in some category to enable the collection of maintenance fees. If no maintenance fees were paid, the points would likely be dishonored.

This was exactly my thoughts. I would want those points to count toward status. And if you pass at $3 PP and pay $3 PP, that's a lot better than $14-17 per point. I would certainly do it. If I get rid of more of my timeshares, I may be attempting a resale purchase. Still, the fees are high compared to what I am paying.

You could rent club points from another owner for less than the cost of maint fees, so no need to buy resale club points. You must already be well over the Chairman threshold.

Actually I would consider it for a smaller amount even with the 60 day restriction now that I'm approaching retirement. Also I wouldn't be surprised if the written rules differed from reality. To me the flexibility of my own points outweighs the minor savings with renting even with the potential limitations. The main issue to me is the maintenance fees in general.
