Still trying to figure out why some visitors come to Hawaii to quarantine

This represents a week from Friday to Friday of visitors only. 520 are here for vacation and have chosen to quarantine (most likely not) at hotels, condos, B&Bs and yes, timeshares

I would have to think many of those aren’t staying just for a week. Many people come for more than two weeks and some stay for a month or two.

Good point. From the east coast, it's quite a trip to get there. I'd never go for just one week, not at all worth it, even before pandemic.

I'd rather quarantine with a lovely HI view than my own home with same view as ever...

I wish you are correct but somehow I can't believe that these folks are staying indoors and observing quarantine protocol for the 10 days, even if they are here for two weeks or more. I can understand returning residents staying in their homes and even visitors who are here visiting family/friends but those here for vacation?

I'm sure there are some that aren't but I'm sure some are. There used to be stories of fines and people getting caught. Haven't heard many of those lately. Don't know how much they are enforcing it.

It is possible that those 520 are visiting family/friends?
 
I am wondering if these numbers are representing international visitors from specific countries that are connecting through a domestic flight? Depending what country you are arriving from, there are different rules on if you are required to quarantine when arriving in Hawaii or not.

I copied this excerpt from the August 2021 Visitor Statistics Press Release on the Hawaiitourism.com website (the underlining has been added by me). (https://www.hawaiitourismauthority.org/research/monthly-visitor-statistics/) :

China: There were 498 visitors from China in August 2021 who arrived on domestic flights. Direct air service from China to Hawai‘i was terminated in February 2020. In comparison, there were 44 visitors in August 2020, versus 7,924 visitors in August 2019. In August 2021, all travelers into China, including returning Chinese citizens, must present two negative tests -- PCR and antibody tests -- taken within 48 hours of travel. All passengers (vaccinated or not) must quarantine for 14 days on arrival at a government assigned facility at their own expense. All arrivals must receive a negative COVID-19 nucleic acid test before being released from the designated facilities.

Still, I don't know what a "government assigned facility" constitutes as far as lodgings!
