Last time we drove by it looked in shambles. The resort sits on the wrong side of the road, imo. I guess a resort tower could work but maybe apartments or private condos would be better. Any guesses what develops ?

Hilton should buy it and develop into a gorgeous timeshare resort. It's their one lack of the islands after Maui is done.
 
I believe the problem with development is if the permits would be be allowed. The earlier permits were only to be used to build it back to the way it was.

Aloha,
Kauai has a 50 foot limit on new building height. There are exceptions, but none would apply to the Coco Palms site. Check section (h) for details.
My hope is that locals who want to restore the site as a park or other use for subjects of the kingdom have the funds to win at auction. Any developer who steps in is likely to discover a total inability to get permits for any development that makes economic sense. The previous permits were extensions of time limited permits granted under special Iniki relief terms. Those are no longer available and special legislation renewing them is so politically charged that most politicians would not even consider it further.

The way the hwy bottlenecks in front of the resort it might be a good idea to widen it.

That is actually a great idea. He could build some positive PR with the Islanders, as well as providing something great for the property. Turn it into a public space, that honors the history of the land. There is great cultural significance with that property (the land was part of the estate of the last Kauai queen.) Do something good for others, Zuck!
