Bay Club is my "home turf".
They were originally condos that didn't sell. There are nine classes at Bay Club.

UNIT TYPES AND UNITS IN THE PROGRAM
A. UNIT TYPES. The Units in this Program are currently divided into nine (9) types, as follows:
TYPE I UNITS. Deluxe one bedroom, with sleeping accommodations for up to four (4) persons.
TYPE II UNITS. Deluxe two bedrooms, with sleeping accommodations for up to six (6) persons.
TYPE III UNITS. Penthouse one bedroom, with sleeping accommodations for up to four (4) persons.
TYPE IV UNITS. Penthouse two bedrooms, with sleeping accommodations for up to six (6) persons.
TYPE V UNITS. Grand Villa two bedrooms, with sleeping accommodations for up to six (6) persons.
TYPE VI UNITS. Deluxe two bedrooms, A floor plan, with sleeping accommodations for up to six (6) persons.
TYPE VII UNITS. Deluxe two bedrooms, B floor plan, with sleeping accommodations for up to six (6) persons.
TYPE VIII UNITS. Penthouse two bedrooms, A floor plan, with sleeping accommodations for up to six (6) persons.
TYPE IX UNITS. Penthouse two bedrooms, B floor plan, with sleeping accommodations for up to six (6) persons.

2 BDR "A" units are the largest 7000 point units.
Bay Club is not the fanciest T/S in Waikoloa (no mega pool, no lazy river, not beachfront), but they are the largest units. "A" units are around 1400 SQ foot, with a 650 SQ foot lanai (patio, porch) (I own 4 odd / 3 even year "A" penthouses.)
They are not the cheapest M/F, you can buy in Las Vegas as a points generator, if that is your preference. However, they are cheap for Hawaii. Each class has its own M/F, it can vary depending on what type you buy.
M/Fs can be checked out (to some extent) on the HGVC M/F sticky thread. As a quickie, I paid $1599 for the "A" penthouse units for 2021 - with no HGVC club membership. As a comparison, HGVCs in Orlando are running around $1400+ for 2 BDRs (with HGVC membership dues included.)
So what are the advantages of Bay Club. No ROFR, you can pick them up cheap. The second is a matter of why you are going to Hawaii. If you goal is to go to Hawaii every year (which is my goal), then owning there gives you first crack at the weeks. Bay Club, being an affiliate, is even weirder that HGVC. The booking window for owners (not HGVC) opens the December before the year before the booking year. In other words, I booked 2022 this last December (2020). I got 3 weeks including President's Day week. You only compete with owners of your particular type. During the owner's window, only owners of, say, "A" Penthouses can book "A" Penthouses. HGVC only gets to book 9 months before the Occupancy date. Because of this quirk, you tend to get an older, quieter clientele. That may, or may not, be to your taste.
Another advantage is M/Fs <compared to other timeshares in Hawaii!>. If you look at Marriotts in Hawaii, for example, President's week will run you (on points) around $3400 for that week. at Maui Ocean Club; $3095 at Waiohai; and $2928 at Ko Olina. All the Marriott prices are for Island View - apples-to-apples. At HGVC, it takes 14400 point to get an equivalent size (the Penthouse big ones at King's Land) which would run at least 2,000 dollars in MFs in Las Vegas.
Having said all this; if your goal is to just buy points, Bay Club is not your best deal.
