Pennsylvania Public Assistance Welfare for Homeless Senior Citizen

I was wondering if anyone would have any information on how to apply
for Public Assistance for someone who is now Homeless in York-Adams
County PA. He does not drink, drive or do drugs. He recently lost his
job and does not get unemployment. He was unable to pay his rent so,
He is staying in a Homeless Shelter for Men, but they will not kept him.
His has nine months until he can get Social Security Retirement Benefits

Any help or suggestions would be appreciated. Thank you in Advance.

May I suggest this person apply for general relief and food stamps with the city or county social services. If he is a honorable discharge veteran ask him to contact the local DAV and the state veteran affair office for assistant.

I had a 3 or 4 month period after I returned from the Korean war that I lived in the back of a VW van with a friend. It wasn't great but truthfully it wasn't all that bad. Of course I was in my early 20s at the time.

Some people think that keeping their home should be their priority. I think that a vehicle takes precedence --- at least where there is limited public transportation.

To get and keep a job, you need transportation. And the vehicle can provide temporary shelter.

We use this online "game" to illustrate how easy it can be to "fall behind" in our society....we use it within the context of a Community Leadership program. It's worth the five-ten minutes at your desk to "play" it. (It was created by an emergency assistance nonprofit in a neighboring community. Very professionally produced.)

I might add that because of this experience I direct all my charitable contributions to local entities (which I can visit and verify) who provide assistance to the homeless.

I have volunteered at a few soup kitchen/homeless shelters. One associated with a churchand one strictly secular but privately funded. They both have social workers come at least once a week to provide just the kind of help your friend needs. I am sure that is common practice.

The Supplemental Nutrition Assistance Program (SNAP)


In a message dated 11/2/2011


In fact the notice came from Welfare today that he has gotten
food stamps but no cash assistance or medical assistance.

As of 11/8 he told me he has not received his
Electronic Benefits Transfer EBT ACCESS Card

Please explain How to Use SNAP EBT
for meals at some local restaurants

SNAP benefits are very limited. They cover food to eat and this list is from the USDA website.

"Foods for the household to eat, such as:
-- breads and cereals;
-- fruits and vegetables;
-- meats, fish and poultry; and
-- dairy products.
Seeds and plants which produce food for the household to eat."

Specifically excluded are items to be eaten in the store and hot foods. Which seems to exclude restaurants.

Staying in a Homeless Shelter for Men should not be the only answer!


Are they any programs out there

for Senior Citizens not old enough for Social Security
that are unable to find a job or decent place to live?

Update:

Since he did not fit the profile for the Changing Lives Program.
He was given an opportunity to go into a different program
at the Rescue Mission in York, where he will get (temporay)
shelter and meals while trying to get back on his feet.

His Social Worker called today (and left a message) to say that since he
will be getting his meals at the mission, he is not eligible for Food Stamps.

food donations for her daughter (married with three children).

Staying in a Homeless Shelter during the Holidays


Update


So far, we have been unable to help him to get a free cell phone
thru Assurance Wireless in Pa, because he doesn`t have (proof)
copies of his last years tax returns or this years pay stubs.

Are there any organizations that donate cell phones with minutes
or telephone calling cards to homeless families so they can keep
in touch with social workers, ect .

His social worker helped him to get into the York Rescue Mission
on West Market St. in York Pennsylania, where he helps out in
the kitchen during the day to keep from being out on the street.

Any help or suggestions would be appreciated.

If you have an extra Christmas Card send one to a family in a shelter.

Good News!

After months of waiting for 2011 W-2 and 1099 unemployment doc.
I was able to file his Federal and State of Pennsylvania Income Tax.

With these documents I was able to Resubmit a new application
for a FREE Phone + 250 FREE Voice Minutes. He was "Approved"
based on income and now he finally has a phone number. Thanks
to Assurance Wireless Lifeline Assistance Program & Virgin Mobile!

Applied for Social Security Early Retirements Benefits Online.
Now, all I need to do is fine inexpensive housing in PA or MD.

Applying For a Birth Certificate For Voter ID in Pennsylvania


Please note:
If you do not have a birth certificate with a raised seal and are a Pennsylvania native; and do not have one of the acceptable, alternative forms of photo identification to vote; please visit the Pennsylvania Department of Transportation website for additional information.

In conjunction with Act 18 of 2012, Pennsylvania citizens may request a birth certificate for Voter ID.

The certificate will be issued free of charge.

I was born in PA in 1935 and have my original Notification of Birth Registration in front of me right now. It has no raised seal (I'll bet they didn't even use them back then) but it is multi colored (blue, white and black) and the data including names, date of birth and the File Number are written in long hand. If they made me go get a new Birth Certificate, I'd be PO'd.

PS I just remembered that the document I have in front of me right now was good enough for the Draft Board when I volunteered for the Draft during the Korean War. Now you are telling me it is not good enough to vote!!

Are you still looking for inexpensive housing for your friend? Here's a long list of places you can try. I know that in Columbia (not to far from York) that Oak Hollow (aka Oswego Village) goes by income. I know someone who lives there right now, gets child support and food stamps and doesn't have to pay any rent. They actually give her a check every month to help her with her electric bill.
