Why is the HGVC on the boulevard resort fee becomes 30/day but not other HGVC resorts?

I see that King's land resort fee has remained 25$ for 8 years, but boulevard resort fee has increased quickly to 30$ while all other vegas resort fees are still just 25.

As for why, you’d have to ask the Board, and they probably won’t tell you.
