My experience over decades is that the best aspen viewing throughout the Rocky Mountains is September 18-30. For me, "peak" aspen viewing is when the colors are changing but all the leaves are still on the aspen trees. The first picture is a Colorado aspen grove on 9-22-2021 in which all the leaves have changed. The second picture is in the same area on 9-27-2021. Notice how the trees in the foreground have already started to drop leaves while some trees in the far background have yet to change. The first big windstorm after this, and it is show over.

Northeast Kingdom in Vermont and the White Mountains in NH somewhere around the last week of September through the week after Columbus Day week. Mother Nature decides when.

Don’t attempt it on the weekends in NH unless you like traffic.
 
I like there to be more than just trees. The town of West Cornwall, Connecticut isn't going to be as pretty. But wow is that a place worth visiting. The trees look nicer when there's a covered bridge in the foreground. It's also a popular AT stop, so there is plenty for visitors. Then meander north into Massachusetts, and either up to Vermont, or back to the coast for no trees but some of the best seafood to be had anywhere.
