When did RCI start accumulating 'comment cards' from SA exchangers?

So, when did RCI start accumulating 'Comment Cards' from folks exchanging into SA resorts? Can you get an approx. date for us?

The reason I'm asking is that it probably takes at least 6-12 months to get a fair (accurate) sampling of comment cards to be able to assign trading power to a resort doesn't it? I'm not talking about brand new, Gold Crown, resorts but those that have been in existence for awhile (i.e. most SA resorts).

Is it possible that trading power will change, up or down, a lot during the next 12 months as more 'comment cards' come in?

We've been entering comment card and request/utilization data since South Africa came online. It is possible that you'll see changes in Trading Power as more information is gathered.

Now Im confused,
I was always under the assumption trade power is based on supply and demand and how early you deposit.
Comment card scores were used for VEP only and did not actually figure into Base trade power.
Has this changed?

VEP has always been a contributing factor to Trading Power:

1) Supply, demand, and usage of your week at your Home Resort
2) Supply, demand, and usage for all weeks in your resort's region
3) Comment Card ratings for your Home Resort
4) Size and configuration of your unit
5) Seasonal designation of your Week
6) How far in advance you deposit your week with RCI
