What is this "new" RCI Discounted Trading Power?

Another earth shattering benefit for RCI members? What does this "Discounted Exchange Trading Power" email from RCI mean? Does it mean they are simply going to repackage discounted weeks to members under another name?

Once you deposit your week at RCI.com, you will receive Deposit Trading Power that you can then use towards an exchange vacation.* Every exchange vacation option is assigned Exchange Trading Power, which you can then compare to your Deposit Trading Power to determine which exchange vacations are available to you. Every so often RCI runs a "sale" on exchange weeks. They "slash" the required TPU per exchange but keep the exchange fee high. The sales usually run for a few days.

Your deposit retains its value -- so a deposit of 30 TPU might book 10 weeks at 3 TPU each ... reaping RCI some $2190 in exchange fees. Better for RCI than your deposit of 30 TPU booking two or three weeks at 10-15 TPU each, right?
