Can anyone tell me in one succinct paragraph what HGV Max is...

I don't know that we really know enough yet, but I'll give it a shot:
HGV Max is HGV's initial points system to provide HGVC and DRI owners access to common set of inventory. Owners still maintain some ability to participate in their legacy Club, but HGV Max provides access to additional Club inventory. For instance, HGVC owners will get access to DRI resorts, and DRI owners will get access to HGVC resorts. Presumeably, the common set of inventory will be unsold inventory along with inventory from owners who opt-in.
My last sentence may be wrong. Since access is given at the 6 months prior to arrival, it may consist of additional inventory from legacy Clubs.
How's that? I realize there's more to it than that...
From what I understand, there will be an internal site created for this.6 months out via an internal (non RCI, non Interval) portal? Is there preference given to HGVC owners vs non owners like Marriott does for Vistana? I don’t see how this would be possible considering HGVC is on RCI & Diamond is on Interval?

Diamond switched to RCI, but they also have their own internal exchange (DeX). I wouldn't be surprised if DeX is the underlying exchange system for Max.

DeX has been created for DRI deeded week owners a couple of years before DeX has been selected as external exchange for DRI THE Club points members.The problem with DEX as it is configured today, as I see it, it is currently set up to be a point-based deposit to create a tier exchange coupon to later buy an exchange in the tier that you created or a tier below. Since I had converted all of my deeded weeks years ago to point-based ownership, I am not aware of how DEX works with deeded owners but the majority of HGV seems to be deed-based. Like for most DR's owners, if I have 12,000 points, I can decide to make a purchase of a Tier 6 exchange certificate, or I could purchase a lower-numbered Tier and have some points left over to maybe use for a weekend or short-window stay somewhere.
I would expect that if DEX were to be brought into play, the deeded properties would be assigned a tier level for deposit. If that is the case, how would the deeded-property owner break his ownership down to make lower-tiered deposits to possibly gain additional trading power knowing that a lot of what DR currently offers is the in-the-middle tier levels? Someone with an HGV property assigned as a Tier 6 property could deposit it as a Tier 6, or they could convert that to two Tier 3 deposits, but what about if they want to deposit their ownership to a Tier 4 or 5? Are they going to have points left over to use elsewhere, and where would they be able to spend those in HGV? Certainly taking it only as a Tier 6 deposit would result in a loss for a lot of the properties that they may wind up trading into. It'll be interesting to see how this is handled.
For those unfamiliar with DEX, once a Tier deposit is made, that deposit is good for an exchange of that Tier level or lower BUT if a lower Tiered property is exchanged for, the owner loses the remaining value of the certificate, so it's important to have an idea of what you want to eventually get so you don't waste value. If a Tier 5 (10K) is used to exchange for a Tier 4 (8K), the remaining 2K is gone. That's 2K in maintenance fees paid and the biggest flaw in the program.
