I am looking to buy or rent points
Is there a way of obtaining the Plus or Premier level on the secondary market? How much does it cost to get bumped up to these levels?

No. They are developer only programs. You would have to negotiate at a meeting at one of the resorts. I imagine it takes a new retail purchase at rate that is a few thousand more than what you could have negotiated the same retail purchase without VVplus or VV premium. If you had planned on making a $28,000 retail purchase the benefits might be worth spending $32,000-33,000. You basically would still end up with a timeshare worth $0 that you could have bought for $0-$500 resale and while you might save $500 most years and on occasion, up to $1000 per year, that still means it will take 30+ years of hard specific use to break even.
