Understanding new HGVC change/cancel policy

I'm trying to understand the new HGVC change/cancel policy from a user's perspective. Am I correct in believing that...

61+Days - Change your reservation into a real or dummy reservation later in the year - no loss of fees nor points but you have to use the reservation by end of year to avoid loss of reservation fee (and points if not savable).
31-60 Days - You have to cancel your reservation not change it - loss of reservation fee but not points
16-30 Days - Loss of reservation fee and 50% of points
0-15 Days - Loss of reservation fee and 100% of points
 
For bHC owners who pay for the All Inclusive (AI) option it looks like this:

61+ Days - Change or cancel your reservations (same as above) but no loss of the reservation fee if cancel.
31-60 Days - Cancel reservation not change it - no loss of reservation fee or points. You can change by rebooking the reservation with no res fee.
16- 30 Same
0 - 15 Same
 
I love the AI bookings. Pretty nice advantage to have, especially with this new rule change. Somehow my AI got removed by HGVC and had to have them call to re-add the code to my account.

Kind if a pain and wish HGVC would start providing receipts for all transactions to make it easier to prove/keep track of.
 
What is "bHC"?

by Hilton Club. A separate echelon within HGVC with different rules (even within the echelon) and, among other things, the ability to pay like $139 for paying no reservation fees for the entire year. Mainly city locations like NYC, DC and some others.
