If it was intentional, it seems that only a person in the vehicle was killed. Never a good thing, but at least the bystander toll was low.

I think when you rent out your car, you do have to declare it as commercial rental, which costs more. Even then, terrorist attacks are usually not covered.

Trucks in New Orleans Attack and Las Vegas Explosion Were Rented Using Turo
Renters of both vehicles had used Turo, a peer-to-peer app. Officials are investigating possible connections between the two cases.
I'm not a NY Times subscriber, so hopefully there's no paywall if you try to read that article. I was able to.
