Starwood expanding Elite and SVN ?

Norag wrote in a thread about the Fountains section joining SVN, this got me thinking about my recent stay at Vistana.

I bought a resale Falls unit about 4 years ago off ebay and was staying at Vistana in the Palms section through an RCI trade a few weeks ago. I received a letter under my door one morning asking me to contact them regarding obtaining "elite" status for my Falls unit. I thought this was strange as I thought elite was for multiple weeks owners. I didn't contact them, I didn't want to attend what I thought would be another sales pitch. Falls is also under going the renovations, maybe this section will be like the fountains and now be able to join the SVN ? However from what I have read I would probably have not enough points from my 2bed sleeps 6 to get a 2bed sleeps 8, I would be better off to stay with RCI.
