At Lagunamar and they want me to upgrade to Presidential Titanium level for $13K. getting 44000 more options. Is it worth it to upgrade to the Presidential Titanium level? Can i get there another way from purchasing on the secondary market? What exactly am I getting at the presidential level?

Why do you want Presidential status?
My thought is that these status levels are frequently little more than a target for the sales staff to use to induce unnecessary purchases.

I am presidential Titanium now and don't think it is worth 13K. The benefit on the hotel side is similar to what you would receive with platinum status. I would save the money and consider getting a AMEX Bonvoy Brilliant credit card ($650.00 annual fee). This will get you automatic platinum status (without staying 50 nights in a hotel), an annual certificate worth 85K points and $300 annual dining credit.
