sheraton not allow supplemental week for exchange?

I have used interval since 2009 and never had this problem with exchange before

i have an ongoing exchange request since feb 2025 using my 2023 Sheraton Broadway Plantation gold plus unit. Vistana deposited the week into Interval in 2023 as supplemental week. I searched interval online 8/7 and found a week at Marriott Ocean point and made the exchange. At the time of exchange, my email said pending confirmation by my resort.
I went online today 8/13 to add eplus and saw the exchange still said pending confirmation.
I am currently on a cruise in europe so my brother called interval for me.

Interval said that because Sheraton deposited a supplemental week for 2023, sheraton is not allowed the exchange. I don’t understand this as vistana picked and deposited a week and interval allowed the exchange. Have any tuggers had similar problem?
I have emailed Mark seeking his help to clarify this issue too

Mark came thru and helped me to confirm the marriott ocean point reservation. it appears that Vistana initially reject the 2023 deposit in 12/2023, although not sure why as i always called to have vistana deposit the unit for me.
