A friend has a 12-hour layover in Incheon/Seoul coming back from a trip early next month. She found out the airport offers a free guide to take you around the city to see some sights. You sign up at the airport. She also heard you can hire a sightseeing guide for a fee but hasn't researched that yet. She's an older lady, will be by herself, and wants to be sure she'll be safe. Does anyone know anything about these options or can make recommendations?

Is the airport guide a person or a booklet? Do that if it is a person. Maybe there would be a group and that would be fun. Why risk getting lost or delayed by traveling around alone?

The "tours" button below takes you to what I found offered at the airport. It looks like a lot of options and she could pick the activity that best meets her timeframe and interests. Safety wise, she'll be fine. I lived there two years and went all over alone and never once worried about my safety. What she should remember is that as an "older" woman this is not a handicapped friendly city, there is lots of uneven stone, motor scooters on the sidewalks, crowds and depending on the time of year it could be quite unpleasant weather or magically beautiful. Koreans are incredibly nice and have tremendous respect for their "seniors" but make sure she's up to the physical pace of what she selects, mindful of the time and is absolutely sure she makes it back to the meeting point before departure. I would not consider doing anything other than a guided tour with her limited time frame.
