Resorts with platinum 8400 point units

Are 8400 point units available at all HGVC locations? If not, can anyone tell me what locations offer platinum 8400 point units?

Many yes, all no. You would want to look at the Member's Guide for 2012 (Pgs 55-135) and search resort by resort for the Platinum Points value - it varies by resort. Several of the HGVC resorts and Affiliates do have Platinum week 2BR (typically "Plus") units that are worth 8,400 points. I own one from GPP and I know many others have the same points value for either a PLT 2BR Plus or 3BR unit. Many of the branded HGVC Resorts and the CA Affiliate resorts have 8400 PLT units. Many of the FL Affiliate resorts do not, neither does Miami. Best way to find out is look at each resort in the MG:

All 3 Orlando Florida properties do, only Las Vegas Strip does in Las Vegas, All Hawaii Properties (including Bay Club), very few other affiliates.
