Renting HIVC from an owner

Good Morning!
Does HIVC allow owners to rent their units?
I want to go to Las Vegas with our friends and our friends are staying at I think it's called the Desert Club.
I would be renting from here (TUG) or Redweek if it's available, but before I do I want to be sure HIVC allows owners to rent, I don't want to get there and the booking is canceled.
I know some companies don't allow owners to rent, so checking here to be sure HIVC allows it.
As always, thanks for your help and knowledge.
