Rental car charge 4 months later?

Today we received an emailed bill for R250 from Hertz South Africa for "fine handling". Is it common to see charges (they already charged my card) 4 months after the fact? As far as we know we didn't park illegally nor did we receive a ticket. The Hertz bill said that the originating authority would be in contact soon. There was no further detail on the Hertz bill except that it was from the Municipality of Knysna. I don't suppose it's possible to contest the charges at this late date.

Normally you are allowed to dispute a charge within 90 days of the date that the charge first appears on your statement. I would dispute the charge immediately with your credit card company and force Hertz to prove that the charge is legitimate.
