We already own a deeded week at NCV that is enrolled (purchased on redweek) and 2500 Vacation Club points. If we buy another deeded NCV week on Redweek what does that do to our benefit level? We are currently Select. Does that bump us to Executive?

Buying deeded weeks resale does nothing for your status level. Nor does buying US weeks directly from Marriott for that matter (unless they are part of a hybrid points + enrolled week) package. To gain in MVC status you'll need to increase the number of Abound Points or enrolled week equivalents that you own, which in turn means one of the following.
Buy Abound Points resale and then pay MVC their slightly over $3/pt (minimum $3000) fees.
Buy Abound Points directly from MVC.
Buy a non-US enrolled week directly from MVC (usually Spain, Aruba, or St Kitts).
Or you can go through the process of enrolling weeks you purchase resale which is always subject to change and/or discontinuation. You'll have to purchase a significant number of points or a non-US enrolled week (again usually Spain, Aruba, or St Kitts) directly from MVC.
Executive level is the sweet spot; it is the lowest level that gives you the right to reserve any number of nights at 13 months (at least theoretically; many have noted length of stay requirements at some resorts). No one gets in ahead of you.
The additional benefits at Presidential (which I once was) and Chairman levels are small change by comparison.

As noted, NOTHING. You could buy to enroll the 2 weeks which would likely get you to Presidential (didn't cross check the numbers). Cheapest option likely around $20K but high on a fee per point basis for the retail purchase. A 1 BR Platinum in Spain might get you enrolled, closer to $30K but much better fee ration. None of those are likely worth it for most people.

My post above was not intended to imply that OP should pay money to get to Executive level unless OP would have bought anyway. I meant only that Executive is the sweet spot on a cost/benefit basis.
If OP wants another week at NCV, they should buy another resale week there. If they want more points, they can rent them on an as needed basis.

Resale weeks are not enrolled, you would have to do deal with MVC enroll it (purchase points directly from them or a point & week package). Purchasing an unenrolled week won’t affect your benefit level since there are no points involved.
If you seek to raise your MVC benefit level the least expensive way would be to purchase points resale.
