The "priority" RCI membership is only available for regular RCI members. HGVC uses a corporate RCI account to access the inventory and thus you dont have your own personal RCI account.
The priority account only gives you have same perks as a platinum account. I'm also a Vacation Village owner and they call the membership PLUS membership but that is not free and you can only opt in through the resorts and only if you pay their upgrade prices
Vacation Village owners who upgrades also get cheaper internal exchanges - internal is within the Vacation village network of resorts.
Had it been 100% free - which I dont think it is not even through Wyndham - it might have been worth it as RCI charges approx $89 per year and it does give you access to some inventory before other members and plus cheaper Guest certificates. The remaining perks are only worth something if you tend to use them already.

Free ongoing search - Its already free for ALL who uses RCI, if you know how to setup the search, you still need to pay when you confirm.
Free onhold - Already free for everyone
10% discount on extra vacations
Free points extension - only for RCI points members.
10% discount on combining deposits - only RCI weeks members
RCI deposit restore - only RCI weeks members who forgot to deposit their weeks in due time.
Complementary unit upgrades - you will only get upgraded when you are within 14 days of checkin - Some have had luck. Also only available for regular RCI members.
Priority access, you get access to select inventory before other non platinum members - Not the same as the access to "RCI Select inventory" we have access through our HGVC account.
Free points transfers - only RCI points members.
Priority answer when you need to call RCI - Also only regular RCI members.
As mentioned if you dont already use some of the features its not worth the upgrade.
