RCI Additional Fees for Some Utilities

In RCI under Resort Details....General Urgent Information this appears in all the Resorts I looked at.

"If applicable, additional fees for some utilities, including gas and electricity may be charged by the resort and varies based on stay duration, season, room size and actual usage, and is payable directly to the resort by you. These fees are not included in the total booking price".

Did any one experience this additional fee? Cleaning fee, parking fee, amenity fee at least you are told upfront. This is so open ended.
 
What resort? I have paid utility fees to turn on the AC at a few resorts in the past.

We pay fees to all Hiltons. I was told recently that Hilton owners do not pay the fees, even if they are exchanging with another ownership. I wonder if that is true?
 
We have paid fees for electricity usage at Morritt's Grand Resort on Grand Cayman. When you are going through the exchange process they have
a relatively clear disclosure:

Mandatory Fees
Mandatory utility surcharge fee is 75.00 to 250.00 U.S. dollars, per usage, . Cash or Credit is accepted.Mandatory Occupancy tax is 10.00 U.S. dollars. Cash or Credit is accepted.

They measure the electrical use from the meter and charge accordingly.
