Question regarding Wyndham program fee

I currently have Wyndham contract for 154k points at Ocean Boulevard and I am looking to add to it. I see this eBay listing (Link). The seller has the fees posted, but it looks like he/she is not including the program fee in the costs. The seller mentions a monthly cost of $5.41 per thousand points, but if I and figuring out my monthly cost, would I need to add in the program fee as well? He/She has a picture in the listing of the fees and it shows the program fee being $0. Is this possible?
 
Not a direct answer to your question but there’s a Wyndham Grand Desert listed in Tug Free Timeshares Marketplace right now for just closing costs. This ebay ad seems expensive for what you’re getting.

The program fees shouldn't be included when talking about maintenance fees because they can vary depending on how many points someone owns, the type of points they own and if any of those points are developer points.

For resale only accounts a minimum of $175 or $0.68 per thousand points. You'd have to own a total of 258,000 points to be over the minimum program fee.

For accounts that have any developer points its a minimum of $195 or $0.70 per thousand points. The $.02 more per thousand points pays for Plus Partners.

For Presidential Reserve owners it's $0.78 per thousand points for the first million points and $0.70 per thousand points after the first million points.

I am trying to figure out what my actual costs would be and you are confirming what I was thinking. I would need to add $0.68 per thousand points to the maintenance fees to get my monthly out of pocket cost.
 
One other quick question. If I buy a biennial contract and have less than 257k points in total on my account...would I incur the program fee on the use year or is it charged half each year similar to the maintenance fees?

If you bought a resale 257K biannual contract, you would be billed for 128.5k per year and would pay $175.00 minimum program fee each year for the 128.5k points owned per year.
