Speaking to a MVC VOA advisor today I realized I hadn’t purchased my 2020 insurance. She told me the price was $199 or 800 MVC points. I asked her if I could use my holding account points and she was thrilled to tell me YES as of this past weekend this was now allowed.
I was happy to use them as the prospect of being able to book a stay within 60 days using these points this year was remote. I know this isn’t the best value for using MVC points but considering the alternative of losing them I was happy to do this. At least MVC is expanding usage options.

This is good news but a week to late for me. When I bought it last week, they told me I couldn't use penalty points. I'm glad they changed this.
