For many purposes, BIS-Kitty Hawk is poorly located, such as having to drive to the beach, but for hurricanes, it is far enough from the ocean that it is unlikely to be impacted by storm surge. Now, the wind may blow some trees unto buildings, but otherwise, I would not expect much damage. The oceanfront resorts are far more vulnerable. OBBC I and II and The Windjammer have pretty solid dunes and should be okay, as does High Dunes. Dunes South is in an area of high erosion and has rather weak dunes. The buildings at Golden Strand and the main building at Ocean Villas II are extremely close to the beach and have rather weak dunes. Ocean Villas I has a stronger dune, but has one unit very close to the ocean.
After Hurricane Isabel, the last hurricane to have a major impact on the OBX, Ocean Villas I and II, Golden Strand, Bodie Island Beach Club, and Sea Ranch II, along with a number of units at Dunes South were closed for extended periods but all other timeshare resorts reopened immediately after the hurricane. Bodie Island Beach Club and Sea Ranch II have since gone under, both due to a combination of hanky panky with insurance money by their management company (which got sued on it and settled out of court at Sea Ranch II) combined with aggressive takeover bids by former developers after the hurricane.
