Craig Suites is the only Scotland property that HGV owns. The other properties are just affiliated with the program. My guess is that it wasn’t written into their agreement.

Craig Lodges (including the other Scotland property) has its own rental program outside of HGV. The Craig Lodges don't show up on Hilton Hotels either.

Do the SW Florida Affiliates have open season booking available?
The SW FL are available, as is Bay Club. The Great Wolf Lodges are not but I didn't expect those to be. The mexico affiliate are also not available, but I didn't expect them to be.
But the Scotland resorts, otherwise behave more or less like normal HGVC properties, that is why I was surprised.
