Ocean Sands vs Ocean Key in VA Beach

How does Ocean Sands compare to Ocean Key resort? Is OS 1 br 4/2 slightly bigger?

I know OS is more central on the boardwalk w/o balcony.

I have OS on hold which I am considering confirming and if by luck a 2br becomes available, cancel and pay the penalty.

How strict on occupancy?
 
We own a 1BR at Ocean Key and it is quite small, I doubt that Ocean sands could be any smaller. Would be very tight at OK for more than 4 and that's if it is even allowed.

I saw the layout of both OK and OS, Ocean Sands seems a little bigger.(or just the way it is layed out with a sort of foyer entrance)

Still hoping for a 2br and then pay the RCI penalty to cancel the 1br and confirm the 2br.
