If you make a reservation at your home resort at 12 months (week owner at Lagunamar) can you change this reservation (pending availability) at a later date?

Yes. All the way up to 60 days out at no penalty
 
Assuming this is a developer purchase and not a resale purchase:

You can change the reservation any time, but within 61 days of check-in, there are penalties, and the Staroptions you get back are severely restricted, and there is a fee - so you don't want to change it within 61 days of check-in.

Also - if you cancel and make a new reservation that is within 8 months of check-in, it is no longer a home resort reservation - it becomes a Staroption reservation. So if you own the "Ocean Side" view, you would lose your view, and receive a "floating view" to be assigned at check-in.

Vistana agent told me that for a voluntary resale week, I may change right up to the day before your reservation, although I have not tried it myself.

There is no difference in how resale and developer-bought units are treated. You can change your reservation without issues 12-8 months before arrival. Between 8 months and 61 days, you are not guaranteed the view (where I own - WKORV - you could theoretically get an island view unit, instead of ocean view. You might keep an ocean front reservation, since those cost more points to reserve. I don't know the setup at Lagunamar), but you can make changes as you wish. Between 60 days up to the last day, you can make changes, but there are fees, and you are restricted to make new reservations only within 60 days of the desired arrival date.

Not true for voluntary weeks. When I called to book SDO, I was specifically told that I could cancel up to the day before. There is no 12-8 months, 8 months to 60 days, less than 60 days restrictions. The restrictions only apply to SO reservations.

This is correct. Those fees are VSN fees, and are not applicable for weeks not enrolled in VSN.
 
I only have mandatory units that are reserved within VSN, so my comments refer to those. Sorry for the confusion.
