Is this on the level? Or some kind of hoaxy ripoff scam? Any TUG folks with recent information?

It's not a scam. But it's also not an exclusive pageant.

It's one of the few that openly sends out hundreds of thousands of mailers, seeking applicants who will pay the various fees to participate. You can Google "National American Miss" (with the quotes) and "scam" (without the quotes) and get a lot of info, none of it firmly indicating it's a scam.
