Motor accident incorrectly recorded on our Carfax (long, sorry)

We lease our car, a 2022 Chevy Equinox, which we acquired when we turned in a 2019 Equinox at the end of the lease. We transferred the plates from the 2019 to the 2022. We get a monthly status report from the dealer, and the latest one showed that Carfax is reporting an accident on May 6th.
We have never had an accident with this car. We submitted an inquiry to Carfax, and they sent back a reference number at DMV. So we went on the DMV site and ordered the police report.
The police report states that our car was hit in a parking lot. The driver of the car was a young (22yo) man we do not know, and that he was sitting in the car and someone backed into him.
The parking lot was in the next county in a town we have never visited.

But the stranger issue is - the accident report shows the driver's name, and the vehicle information shows all of my husband's information, as stated on the registration. However, it lists the car as a 2019 Equinox but with the plates that used to be on our old Equinox but are now on our current one. The registration would not have showed as expired because prior to turning it in, we renewed for 2 years, then just transferred the plates. The plates are good until 11/2023.

I called the precinct and explained this to the officer, who said he would give it to the officer who wrote the report and ask him to amend it. But he suggested we call DMV to see if they recommend getting new plates.

When I called DMV (after a LONG time on hold because it is the day before a holiday, I guess), they told me that my husband now has the accident reported on his license, because he is the owner of the car. Which seems crazy. Plus we no longer own that car. They say they have never heard of plates being cloned, only stolen and put on other cars. They seems to think everything will be resolved when the police officer amends the report.

So I used google maps to look up the address of the young man driver, and the photo of the property taken In August 2022 shows a vehicle in the driveway that sure looks like our 2019 Equinox. The license plates are blocked out, however.

I am wondering if somehow the old registration got into the hands of the new owner, (maybe the dealer left it in the vehicle?) and he gave it to the officer who responded to the accident, and the officer never checked the license plates on the vehicle?
If you are driving a vehicle under fraudulent circumstances, why would you call the police for a parking lot accident?

The police officer recommended that we get new plates for our 2022 car, in case something happens again.

We are learning that it's easy to prove you WERE in an accident, but difficult to prove you were NOT.

Since tomorrow is a holiday, we can't do anything, but we will pick it up again on Wednesday. ARGH!
 
What a mess.

When Rick sold his very old Nissan pickup, 215,000 miles on it, there were sketchy people inquiring about the truck that insisted on keeping the current plates. Rick said he would be removing the plates and all paperwork from the vehicle and would give the new buyer a bill of sale to take immediately to get a temporary license. So many people refused to do that. They basically were not going to license the vehicle.

My stepdad sold his old 1991 Mitsubishi Summit to a guy that never did replace the plates. It was abandoned on an interstate highway and the police tried to bill my stepdad for towing the vehicle. He showed the police the bill of sale and the DL of the buyer. The guy only paid $300 for it. It was a piece of crap and was burning oil
 
This type of activity was going on when I was involved in the car business in the late 70's to late 80's.
There has always been deadbeats unwilling to get insurance or pay DMV fees
It is always important to take care and report the sale of a vehicle immediately and protect oneself from liability
 
Could be a scam to get pain meds from an ER. I watched a lady driving erratically in a Walmart parking lot one day. Then she stopped, waited until someone got behind her, shifted into reverse and hit the car that had pulled up and was at a full stop. I gave the driver of that car my information since I had seen what she had done. Sure enough she was blaming him for the accident.
A few days later his insurance company called me. Once off the recorded line the adjuster told me he sees a few of these every year where someone is looking for a reason to go to the ER and get narcotics. I never heard from the other drivers insurance company, which makes me wonder if they had insurance.
There are all sorts of scammers out there. This makes me wonder if this is just another angle being used. Get someone’s tag number and claim they ran into you and drove off. Sounds a little odd but I suppose if someone is looking for drugs it could work as an excuse to go to the ER
