Can I use the 7VC discount code as a weeks owner to book a room for my friends?
 
No, the owner must be present & using the room.

These are codes to use on Marriott.com for cash bookings that provide discounts to owners booking at Marriott Vacation Club resorts. Discounts can rage from 25-25% depending on the owner benefit level (Owner, Select, Executive, Presidential, Chairman's Club). The full list of codes is in the Points FAQ sticky.

I don‘t see it. Would this also apply to those of us that own Vistana now that they have been taken over by Marriott?

Until Vistana owners are in Abound, they can't use these codes. THough Vistana has their own code that I don't know off hand.
