Can the yearly maintenance fee's be negotiated to a lower price? I know some offer the first year free but can the fee be negotiated?

Absolutely not. MF represent everyone's fair share of upkeep and operations. First year free is achieved by the developer (or seller) paying on behalf of the buyer.

First year free is done by the developer (or seller) paying on behalf of the buyer.

...and even at that, that's one of those "perks" that the developer throws in that makes the buyer think he is getting a great deal...a "perk" that does not come even close to compensating for the overpricing of a retail developer purchase.

There are some Mexican TS where MF can be negotiated. Some offer MF only when you use, etc. In general you won't find that as a perk for any US or Canadian timeshares. In places like Mexico and Dominican Republic and others where it can be done make sure you have all of the specifics written into the contract.
