II discount exchange fee online?

II has a Banner that claims a reduced exchange fee for exchange requests
done online. I clicked for more details and it says a $10 discount.
I confirmed a domestic exchange today but was still charged $139
Did the exchange fee go up to $149?
I couldn't find any fee details on the website.
 
Their fees went up Jan. 1:

Basic Renewal:
1 year - $89.00
2 year - $178.00
3 year - $227.00
5 year - $356.00

Gold Renewal:
1 year - $143.00
2 year - $286.00
3 year - $366.00
5 year - $572.00

Exchange Fees:
Domestic $149.00
International $164.00
Cruise Exchange $164.00
