Can I reinstate II later if I let membership expire? What if I don't own that TS anymore? I sometimes use II for getaways.

I'm pretty sure as long as you own some II affiliated TS you can re subscribe later with II. If you own no II affiliated TS then I think you probably need to either not let it lapse... I think they check(and only check) on first sign up.

They will let you rejoin. I let mine lapse for about 4 years and had no issues when I signed up again

One yes and one no. They still ask me to deposit the one I don't own so unless you tell them, they will still think you own it

If you have an individual II membership, not a corp one paid for by a developer, you can let it lapse and then sign up again. II does indicate that they can charge a reinstatement fee or something like that but I've never heard of anyone having to pay it. If you let your membership expire you can still log in to your account and just go to the membership section and pay a new fee to renew. As long as you don't tell them you've sold a timeshare they don't know any different and will let you continue to be a member. the only exception to this is if you own a timeshare where your II membership is included, like enrolled Marriott or Vistana or Vistana VSN membership. If you sell those, the developer stops paying your annual membership fee and you lose access.
